  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [214.104] [PROFESSIONAL OPINIONS; GROUNDS FOR 
  1.9   DISCIPLINE.] 
  1.10     A health-related licensing board is prohibited from 
  1.11  initiating an investigation of or disciplining a regulated 
  1.12  person based on a complaint concerning an expression of a 
  1.13  professional opinion.
