  1.1                          A bill for an act 
  1.2             relating to local government; permitting Carlton and 
  1.3             St. Louis counties to establish a special nursing home 
  1.4             district. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [JENSEN-NOPEMING SPECIAL DISTRICT.] 
  1.7      The counties of Carlton and St. Louis may establish the 
  1.8   Jensen-Nopeming Special District with authority to levy a 
  1.9   property tax not greater than $200,000 annually for the capital 
  1.10  costs of the Chris Jensen Nursing Home and the Nopeming Nursing 
  1.11  Home.  The tax may be levied on taxable property in the 
  1.12  territory described in Minnesota Statutes, section 458D.02, 
  1.13  subdivision 2.  The district shall be governed by a board 
  1.14  composed of those members of the St. Louis county board who 
  1.15  represent territory subject to taxation by the district and two 
  1.16  members of the Carlton county board elected by the Carlton 
  1.17  county board to serve terms provided by the board.  The proceeds 
  1.18  of the tax may be used only for capital costs of the nursing 
  1.19  homes.  As provided by Minnesota Statutes, chapter 475, debt may 
  1.20  be incurred by the district for capital costs of the nursing 
  1.21  home and the proceeds of the tax may be pledged to secure the 
  1.22  debt.  The district may enter into appropriate agreements with 
  1.23  either county to facilitate the incurrence of debt or otherwise 
  1.24  discharge its duties under this section. 
  1.25     By April 15, 1999, the St. Louis county board shall 
  2.1   complete a study examining the long-term profitability of Chris 
  2.2   Jensen and Nopeming nursing homes.  Upon completion of the 
  2.3   study, the board must adopt a plan to eliminate any future 
  2.4   property tax revenue dedicated to operating costs of the two 
  2.5   facilities. 
  2.6      Sec. 2.  [LOCAL APPROVAL.] 
  2.7      This act takes effect the day after the county boards of 
  2.8   Carlton and St. Louis counties comply with the provisions of 
  2.9   Minnesota Statutes, section 645.021, subdivision 3.
