A bill for an act
relating to energy; authorizing the construction and routing of certain pipelines.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. PIPELINE; CERTIFICATE OF NEED; ROUTE PERMIT.

Notwithstanding Minnesota Statutes, sections 216B.243, subdivision 2, and 216G.02,
subdivision 2, and Minnesota Rules, chapters 7852 and 7853, an applicant for a certificate
of need and route permit filed with the Public Utilities Commission in 2015 for a pipeline
that crosses an international border before entering Minnesota may, at its sole discretion,
construct, own, and operate the pipeline and associated facilities along the route proposed
in those applications. Commission proceedings related to those applications are terminated
as of the effective date of this act.

EFFECTIVE DATE.

This section is effective the day following final enactment.
