A bill for an act
relating to state government; establishing a snow angel fund with the Amateur
Sports Commission; proposing coding for new law in Minnesota Statutes,
chapter 240A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The Minnesota Amateur Sports Commission shall develop a program to promote
the development of statewide outdoor ski recreation. The program shall award grants
on a competitive basis for ski facilities construction and maintenance based on criteria
in this section.

new text begin (b) The commission shall develop and administer a process for awarding grants for
ski facility projects. The commission shall invite proposals from across the state for
the following ski facility projects:

new text begin (1) for construction of two or more ski jumps in a single location, such as a facility
that meets standards for an Olympic training and qualifying jump;
new text end

new text begin (2) for construction of additional jumps at existing skiing facilities;
new text end

new text begin (3) for construction or maintenance at an existing ski complex with multiple sports
facilities;
new text end

new text begin (4) for construction of year-round skiing, boarding, and ski jumping; and
new text end

new text begin (5) for cross-country ski facility expansion to help in promoting the high school
team sport.

new text begin (c) A proposal for a ski facility must include local contributions, such as in-kind
contributions of time, land, access roadways and access roadway improvements, and
necessary utility services, landscaping, and parking.

new text begin (d) The location for all proposed facilities must be in areas of maximum
demonstrated interest and must maximize accessibility to an arterial highway.

new text begin (e) To the extent possible, the commission must award grants equitably, and must
take into account a facility's ability to maximize potential for full utilization and profitable
operation, and the degree to which a facility accommodates noncompetitive family and
community skiing for all ages.

new text begin (f) The commission may also use money appropriated to this program to upgrade
existing facilities, purchase girls' ski team equipment, or conduct amateur women's ski and
other skiing sport tournaments.

new text begin (g) To the extent possible, the commission shall award 50 percent of all grants to
communities in greater Minnesota.

new text begin (h) To the extent possible, the commission shall provide technical assistance to
communities on ski facilities planning, design, and operation, including the marketing
of skiing and on projects for which the community submits a proposal for a grant under
this section.

new text begin (i) The commission may make grants for rehabilitation and renovation.

new text begin (j) The commission may use $50,000 of an appropriation for the program under
this section each fiscal year to pay for additional staffing and administration of the grant
program.

new text begin $6,000,000 in fiscal year 2017 is appropriated from the general fund to the
Minnesota Amateur Sports Commission for the snow angel program under Minnesota
Statutes, section 240A.15.
