A bill for an act
proposing an amendment to the Minnesota Constitution, article XIII, by adding a
section; affirming that every resident of Minnesota has the right to affordable
health care.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, a section will be added to article XIII, to read:

new text begin Every Minnesota resident has the right to health care. It is the responsibility of
the governor and the legislature to implement all necessary legislation to ensure affordable
health care.

Sec. 2. new text begin SUBMISSION TO VOTERS.

new text begin The proposed amendment shall be submitted to the people at the 2006 general
election. The question submitted shall be:

new text begin "Shall the Minnesota Constitution be amended to state that every resident of
Minnesota has the right to health care and that it is the responsibility of the governor and
the legislature to implement all necessary legislation to ensure affordable health care?

Sec. 3. new text begin ACTION BY THE LEGISLATURE AND GOVERNOR.

new text begin If the constitutional amendment proposed in section 1 is approved by the people at
the 2006 general election, the legislature and governor must enact legislation to implement
the constitutional amendment by July 1, 2008. new text end
