A bill for an act
relating to capital investment; appropriating money for southeastern Minnesota
economic development infrastructure grants; authorizing the sale and issuance of
state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SOUTHEAST MINNESOTA ECONOMIC DEVELOPMENT.

new text begin $2,000,000 is appropriated from the general fund to the commissioner of employment
and economic development for one or more grants to predesign, design, engineer, construct,
and install infrastructure, storm water protection, wells, septic systems, roads, public safety,
and power access in southeastern Minnesota, in partnership with a tribal government and
a nonprofit organization, to enable future economic development and increase economic
activity in southeastern Minnesota. A grant recipient must provide a nonstate contribution
in an amount at least equal to the grant. This appropriation is available until the project is
completed or abandoned subject to Minnesota Statutes, section 16A.642.
