  1.1                          A bill for an act 
  1.2             relating to employment; increasing the allocation of 
  1.3             funding for support services under the dislocated 
  1.4             worker program; amending Minnesota Statutes 1999 
  1.5             Supplement, section 268.98, subdivision 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.8   268.98, subdivision 3, is amended to read: 
  1.9      Subd. 3.  [COST LIMITATIONS.] (a) For purposes of sections 
  1.10  268.9781 and 268.9782, funds allocated to a grantee are subject 
  1.11  to the following limitations: 
  1.12     (1) a maximum of 15 percent for administration in a worker 
  1.13  adjustment services plan and ten percent in a dislocation event 
  1.14  services grant; 
  1.15     (2) a minimum of 50 percent for provision of training 
  1.16  assistance; 
  1.17     (3) no more than ten percent statewide may be allocated 
  1.18  annually a minimum of ten percent and a maximum of 30 percent 
  1.19  for support services, as defined in section 268.975, subdivision 
  1.20  13; and 
  1.21     (4) the balance used for provision of basic readjustment 
  1.22  assistance. 
  1.23     (b) A waiver of the cost limitation on providing training 
  1.24  assistance may be requested.  The waiver may not permit less 
  1.25  than 30 percent of the funds be spent on training assistance. 
  2.1      (c) The commissioner shall prescribe the form and manner 
  2.2   for submission of an application for a waiver under paragraph 
  2.3   (b).  Criteria for granting a waiver shall be established by the 
  2.4   commissioner in consultation with the workforce development 
  2.5   council.
