A bill for an act
relating to human services; increasing minimum wage for providers of direct
support services.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin WAGE INCREASE FOR DIRECT SUPPORT SERVICE PROVIDERS.

new text begin (a) The commissioner of human services must calculate the rate increase necessary to
provide a minimum wage of $15 per hour effective July 1, 2020, for all individual providers
of direct support services in covered programs, as defined in Minnesota Statutes, section
256B.0711, subdivision 1, paragraph (d).

new text begin (b) The commissioner of human services must increase reimbursement rates, individual
budgets, grants, or allocations by the amount in paragraph (a) effective July 1, 2020, if an
amendment to the labor agreement between the state and the Service Employees International
Union Healthcare Minnesota providing for a minimum wage of $15 per hour for individual
providers effective July 1, 2020, is negotiated and approved pursuant to Minnesota Statutes,
section 179A.54, subdivision 5. If the negotiated amendment to the labor agreement receives
interim approval under Minnesota Statutes, section 3.855, but is subsequently rejected by
the legislature, the rate increase will terminate upon rejection of the labor agreement by the
legislature.
