relating to public safety; providing for a rebate program for firearm safe purchases;
providing for a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin REBATE PROGRAM FOR FIREARM SAFE PURCHASES.

new text begin As used in this section, "safe" means a secure gun safe, gun
case, lockbox, or other device that:

new text begin (1) is designed to fully contain one or more firearms; and
new text end

new text begin (2) can be securely locked and unlocked by a key, combination, or other similar means.

new text begin The term does not include glass or wooden gun cabinets, toolboxes, softshell field cases,
vehicle safes, or other nonsecure containers.

new text begin (a) The commissioner of public safety shall develop and
implement a rebate program to provide rebates to individuals who, beginning on or after
January 1, 2023, have purchased a safe to store firearms and who submit a rebate application
on a form and in a manner provided by the commissioner.

new text begin (b) The commissioner shall adopt and publish guidelines for the implementation of the
program. The commissioner shall administer the program on a first-come, first-served basis.
Once the appropriation for this program has been expended, the program ends. Decisions
on eligibility for rebates are at the discretion of the commissioner and all decisions on
eligibility are final. The commissioner shall ensure that rebates are made only for qualifying
purchases of safes.

new text begin (c) A rebate may be in an amount of up to $250 but may not be for more than the amount
of the pretax cost of the safe. Rebates are limited to Minnesota residents and a resident may
receive only one rebate under the program.

new text begin (d) The commissioner shall ensure that each person who has applied for a rebate has, as
a prerequisite for applying, watched the video described in subdivision 4.

new text begin (a) By November 1, 2022, the commissioner of public
safety, in consultation with the commissioner of health, shall develop a written pamphlet
on the safe storage of firearms that includes but is not limited to information on Minnesota
Statutes, section 609.666. The pamphlet must also include suicide prevention information,
such as ways to reduce access to the means by which suicides are committed and on suicide
risk factors, and provide contact information for suicide lifelines and mental health crisis
service providers. In developing the pamphlet, the commissioners shall consult with
stakeholder organizations representing, at a minimum, suicide prevention, mental health,
and firearm sellers and owners.

new text begin (b) The commissioner of public safety shall include a pamphlet along with each rebate
issued under this section.

new text begin By December 1, 2022, the commissioner of public safety, in
consultation with the commissioner of health, shall prepare and make available on the
Internet a brief video presentation summarizing the pamphlet described in subdivision 3.

new text begin By February 15, 2024, the commissioner of public safety
shall report to the chairs and ranking minority members of the legislative committees with
jurisdiction over criminal justice and health policy and funding on the rebate program.

public safety for the purposes of section 1.
