  1.1                          A bill for an act 
  1.2             relating to education; authorizing a demonstration 
  1.3             joint school and recreation year-round youth athletic 
  1.4             program; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [YOUTH ATHLETIC DEMONSTRATION PROGRAM.] 
  1.7      (a) $100,000 is appropriated in fiscal year 1999 from the 
  1.8   general fund to the commissioner of children, families, and 
  1.9   learning for a grant to special school district No. 1, 
  1.10  Minneapolis, and the Minneapolis park and recreation board to 
  1.11  establish a demonstration athletic program for children ages 
  1.12  seven through 14 at Waite Park school.  The goal of the 
  1.13  demonstration program is to develop a neighborhood-based 
  1.14  athletic program that teaches sports fundamentals to students 
  1.15  that will lead to their participation in high school level 
  1.16  athletics.  The program shall be year-round and shall require 
  1.17  both in-school and after-school participation by students.  A 
  1.18  student who satisfactorily completes the program curriculum 
  1.19  shall receive secondary course credit and the credit shall count 
  1.20  towards the student's graduation requirements consistent with 
  1.21  Minnesota Statutes, section 126.83. 
  1.22     (b) The program shall be established at Waite Park school 
  1.23  in Minneapolis where the school facility and park and recreation 
  1.24  facility are jointly located and where the school district has 
  1.25  established a neighborhood-based school for enrollment 
  2.1   purposes.  The school district and the park and recreation board 
  2.2   shall recruit at-risk students and those students who have not 
  2.3   participated in current after-school park programs to 
  2.4   participate in the demonstration project. 
  2.5      (c) The program funds shall be used for recreational 
  2.6   professionals at the park board to coordinate the program and 
  2.7   licensed teachers employed in the district; internships for 
  2.8   students at the University of Minnesota, Augsburg College, or 
  2.9   other post-secondary institutions to work in the program; master 
  2.10  coaches to train coaches; transportation costs; facilities' 
  2.11  costs; and assistance to neighborhood park athletic councils.  
  2.12     (d) The school district and the park board shall report to 
  2.13  the commissioner of children, families, and learning on the 
  2.14  outcome of the program.  The commissioner shall report to the 
  2.15  education committees of the legislature on the program and the 
  2.16  advisability of creating a statewide program by March 15, 1999. 
  2.17     Sec. 2.  [EFFECTIVE DATE.] 
  2.18     Section 1 is effective the day following final enactment.
