  1.1                          A bill for an act 
  1.2             relating to natural resources; requiring review and 
  1.3             assessment of certain aquaculture licenses. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [AQUACULTURE LICENSES REVIEW.] 
  1.6      The commissioner of natural resources must review the 
  1.7   leasing of lakes by aquaculture licensees and assess: 
  1.8      (1) the number of waters of the state that are licensed 
  1.9   aquatic farms and subject to one individual; 
  1.10     (2) what the proper length of time is for an aquatic farm 
  1.11  license; 
  1.12     (3) whether some waters of the state may be licensed by 
  1.13  multiple individuals; 
  1.14     (4) whether individuals who license multiple waters should 
  1.15  pay a higher annual license fee; 
  1.16     (5) whether there should be a bidding process for licenses 
  1.17  of brood stock in waters of the state; 
  1.18     (6) whether landowners around the licensed water should be 
  1.19  notified for comment prior to any aquaculture license being 
  1.20  granted; and 
  1.21     (7) whether waters licensed for aquaculture should require 
  1.22  lease agreements by all landowners surrounding the lake before 
  1.23  licensing. 
  1.24     The commissioner must report on this review to the house 
  2.1   and senate chairs of the environment and natural resources 
  2.2   committees by January 15, 2003.
