A bill for an act
relating to solid waste; placing moratorium on authority of local units of
government to organize solid waste collection; amending Minnesota Statutes
2014, section 115A.94, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 115A.94, is amended by adding a
subdivision to read:

new text begin A local government unit may not utilize the authority granted
under this section to organize collection between January 1, 2016, and January 1, 2021.

new text begin EFFECTIVE DATE. new text end

new text begin This section is effective the day following final enactment
and applies to:

new text begin (1) a city or town that has not established an organized collection options committee
under Minnesota Statutes, section 115A.94, subdivision 4a, before January 1, 2016; and

new text begin (2) a county that has not passed an ordinance requiring cities and towns within the
county to organize collection under Minnesota Statutes, section 115A.94, subdivision 5,
before January 1, 2016.
