  1.1                          A bill for an act
  1.2             relating to natural resources; creating the 
  1.3             Mississippi River Urban Heritage Act; authorizing 
  1.4             bonds; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [TITLE.] 
  1.7      This act shall be called the "Mississippi River Urban 
  1.8   Heritage Act." 
  1.9      Sec. 2.  [FINDINGS AND PURPOSE.] 
  1.10     The legislature finds that the Mississippi river urban 
  1.11  corridor in Anoka, Dakota, Hennepin, Ramsey, and Washington 
  1.12  counties contains a wealth of natural, historic, and 
  1.13  recreational resources of regional, state, and national 
  1.14  significance.  The purpose of this act is to protect, interpret, 
  1.15  and make accessible these resources to the public. 
  1.16     Sec. 3.  [APPROPRIATION; HISTORICAL SOCIETY.] 
  1.17     (a) $9,945,000 is appropriated from the bond proceeds fund 
  1.18  to the Minnesota historical society for the design and 
  1.19  construction of a visitor center in the St. Anthony Falls 
  1.20  heritage zone as described in Minnesota Statutes, sections 
  1.21  138.761 to 138.763. 
  1.22     (b) $591,000 is appropriated from the bond proceeds fund to 
  1.23  the Minnesota historical society for improvements to historic 
  1.24  Fort Snelling. 
  1.25     Sec. 4.  [APPROPRIATION; GREENWAYS.] 
  2.1      Subdivision 1.  [BOND PROCEEDS FUND.] $20,000,000 is 
  2.2   appropriated from the bond proceeds fund to the commissioner of 
  2.3   natural resources to establish and maintain metropolitan 
  2.4   greenways and natural areas. 
  2.5      Subd. 2.  [GENERAL FUND.] (a) $500,000 is appropriated from 
  2.6   the general fund to the commissioner of natural resources for a 
  2.7   grant program aimed at encouraging communities to develop local 
  2.8   greenways and natural areas plans. 
  2.9      (b) $250,000 is appropriated from the general fund to the 
  2.10  commissioner of natural resources for staff to provide support 
  2.11  for the activities in paragraph (a). 
  2.12     Sec. 5.  [APPROPRIATION; TRAIL SYSTEM.] 
  2.13     Subdivision 1.  [APPROPRIATION.] $24,162,000 is 
  2.14  appropriated from the bond proceeds fund to the commissioner of 
  2.15  natural resources for grants to the counties of Ramsey, Dakota, 
  2.16  Anoka, and Carver, the city of Saint Paul, the Minneapolis park 
  2.17  and recreation board, and the suburban Hennepin regional park 
  2.18  district to develop trail connections in the metropolitan area 
  2.19  according to subdivision 2.  The purpose of the grants is to 
  2.20  improve trails in the metropolitan park and open space system 
  2.21  and connect them with existing state and regional trails. 
  2.22     Subd. 2.  [ALLOCATION.] The funds appropriated under 
  2.23  subdivision 1 shall be allocated by the commissioner of natural 
  2.24  resources as follows: 
  2.25     (a) $1,892,000 is allocated to Ramsey county as follows: 
  2.26     (1) $1,342,000 to complete two miles of trails between Rice 
  2.27  Creek Chain of Lakes Park Reserve and Long Lake Regional Park; 
  2.28     (2) $400,000 to complete six miles of trails between the 
  2.29  Burlington Northern Regional Trail and Bald Eagle-Otter Lake 
  2.30  Regional Park; and 
  2.31     (3) $150,000 to complete a one-mile connection between 
  2.32  Birch Lake and the Lake Tamarack segment of Bald Eagle-Otter 
  2.33  Lake Regional Park. 
  2.34     (b) $2,150,000 is allocated to Dakota county as follows:  
  2.35     (1) $825,000 to improve the Big Rivers Regional Trail and 
  2.36  trailhead between Harriet Island, Fort Snelling, and 
  3.1   Minneapolis; and 
  3.2      (2) $1,325,000 to connect the Lake Byllesby Regional Park 
  3.3   to the Cannon Valley Trail. 
  3.4      (c) $2,600,000 is allocated to Anoka county as follows: 
  3.5      (1) $1,100,000 to construct a pedestrian tunnel under 
  3.6   Highway 65 on the Rice Creek West Regional Trail in the city of 
  3.7   Fridley; 
  3.8      (2) $300,000 to construct a pedestrian bridge on the 
  3.9   Mississippi River Regional Trail crossing over Mississippi 
  3.10  Street in the city of Fridley; and 
  3.11     (3) $1,200,000 to complete 4-1/2 miles of regional trails 
  3.12  to connect Rice Creek Chain of Lakes Park Reserve in Lino Lakes 
  3.13  with Long Lake Regional Park and the Ramsey county regional 
  3.14  trail system. 
  3.15     (d) $550,000 is allocated to Carver county to connect 
  3.16  Chanhassen City Trail to Southwest Hennepin Regional LRT Trail 
  3.17  in Hennepin county and the Eden Prairie trunk highway No. 5 
  3.18  trail. 
  3.19     (e) $5,470,000 is allocated to the city of Saint Paul as 
  3.20  follows: 
  3.21     (1) $600,000 to connect Burlington Northern Regional Trail 
  3.22  to Phalen Keller Regional Park and to the Mississippi River 
  3.23  Regional Trail; 
  3.24     (2) $2,500,000 to acquire and develop East Bank Mississippi 
  3.25  River Regional Trail in the Old Shepard Road corridor between 
  3.26  Randolph Avenue and Sibley Street; 
  3.27     (3) $300,000 to connect East Bank Mississippi River 
  3.28  Regional Trail to the existing trail at Warner Road to Battle 
  3.29  Creek Regional Park; 
  3.30     (4) $250,000 to construct a bridge over Lexington Parkway 
  3.31  in Como Regional Park; 
  3.32     (5) $820,000 to enhance amenities for the trailhead at the 
  3.33  Lilydale-Harriet Island Regional Park pavilion; and 
  3.34     (6) $1,000,000 to construct a new bridge on Harriet Island 
  3.35  to Raspberry Island. 
  3.36     (f) $6,900,000 is allocated to the Minneapolis park and 
  4.1   recreation board as follows: 
  4.2      (1) $2,400,000 to rehabilitate 20 pedestrian and bicycle 
  4.3   bridges along a five-mile route of Minnehaha Avenue and connect 
  4.4   the trail with Minnehaha Regional Park; 
  4.5      (2) $1,500,000 to connect trails between the upper and 
  4.6   lower locks at St. Anthony Falls in the Central Mississippi 
  4.7   Riverfront Regional Park; 
  4.8      (3) $1,400,000 to connect Theodore Wirth Parkway to Cedar 
  4.9   Lake and Victory Memorial Drive by improving existing trails; 
  4.10     (4) $500,000 to extend the trail along West River Parkway 
  4.11  to the upper Mississippi River area; and 
  4.12     (5) $1,100,000 to rehabilitate trails around Cedar Lake and 
  4.13  connect the trail to Kenilworth Trail and Southwest Hennepin 
  4.14  Regional LRT Trail. 
  4.15     (g) $4,600,000 is allocated to the suburban Hennepin 
  4.16  regional park district as follows:  
  4.17     (1) $3,100,000 to connect North Hennepin Regional Trail to 
  4.18  Luce Line State Trail and Wirth-Memorial Parkway Regional Trail; 
  4.19     (2) $540,000 to construct 4-1/2 miles of trails on 
  4.20  Southwest Hennepin Regional LRT Trail between Hopkins and 
  4.21  Kenilworth and Midway Greenway trails; 
  4.22     (3) $220,000 to complete North Hennepin Regional Trail from 
  4.23  Palmer Lake to Coon Rapids Dam Regional Park and Elm Creek Park 
  4.24  Reserve to Coon Rapids Dam and to Victory Memorial Drive and 
  4.25  Wirth Parkway; 
  4.26     (4) $360,000 to provide an underpass on Southwest Hennepin 
  4.27  Regional LRT Trail on trunk highway No. 101 in Minnetonka; and 
  4.28     (5) $380,000 to construct a trailhead on Southwest Hennepin 
  4.29  Regional LRT Trail in Hopkins at county state aid highway No. 3 
  4.30  and U.S. Route 169. 
  4.31     Sec. 6.  [BOND AUTHORIZATION.] 
  4.32     To provide the money appropriated in sections 3, 4, and 5 
  4.33  from the bond proceeds fund, the commissioner of finance, on 
  4.34  request of the governor, shall sell and issue bonds of the state 
  4.35  in the manner, upon the terms, and with the effect prescribed by 
  4.36  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  5.1   Minnesota Constitution, article XI, sections 4 to 7, in an 
  5.2   amount up to: 
  5.3      (1) $10,536,000 for purposes of section 3; 
  5.4      (2) $20,000,000 for purposes of section 4; and 
  5.5      (3) $24,162,000 for purposes of section 5.
