  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing state 
  1.3             bonds; appropriating money to the metropolitan council 
  1.4             for regional trails. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $7,000,000 is appropriated from the bond proceeds fund to 
  1.8   the metropolitan council for grants to political subdivisions 
  1.9   for acquisition and development of a capital nature of trail 
  1.10  connections in the metropolitan area. 
  1.11     The grants are to improve trails in the metropolitan park 
  1.12  and open space system and connect them with existing state and 
  1.13  regional trails. 
  1.14     Priority must be given to matching funds for an ISTEA grant 
  1.15  and trail connections that are in the capital improvement plan 
  1.16  of the metropolitan parks and open space commission. 
  1.17     Sec. 2.  [BOND SALE.] 
  1.18     To provide the money appropriated in this act from the bond 
  1.19  proceeds fund, the commissioner of finance shall sell and issue 
  1.20  bonds of the state in an amount up to $7,000,000 in the manner, 
  1.21  upon the terms, and with the effect prescribed by Minnesota 
  1.22  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.23  Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     Sections 1 and 2 are effective the day following final 
  2.1   enactment.
