  1.1                          A bill for an act 
  1.2             relating to the environment; providing a grant to the 
  1.3             city of St. Paul for environmental response at the 
  1.4             Pigs Eye landfill; canceling bonding authorization; 
  1.5             authorizing state bonds; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [PIGS EYE LANDFILL; ENVIRONMENTAL RESPONSE.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $9,100,000 is appropriated 
  1.9   from the bond proceeds fund to the pollution control agency for 
  1.10  a grant to the city of St. Paul for the capital costs of 
  1.11  environmental response actions at the Pigs Eye landfill. 
  1.12     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.13  this act from the bond proceeds fund, the commissioner of 
  1.14  finance shall sell and issue bonds of the state in an amount up 
  1.15  to $9,100,000 in the manner, upon the terms, and with the effect 
  1.16  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.17  and by the Minnesota Constitution, article XI, sections 4 to 7. 
  1.18     Sec. 2.  [BOND CANCELLATION.] 
  1.19     $9,100,000 of the appropriation in Laws 1994, chapter 639, 
  1.20  article 3, section 4, subdivision 1, for capital costs of 
  1.21  environmental response actions at eligible facilities is 
  1.22  canceled.  The bond sale authorization in Laws 1994, chapter 
  1.23  639, article 3, section 5, paragraph (a), is reduced by 
  1.24  $9,100,000. 
  1.25     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      Sections 1 and 2 are effective the day following final 
  2.2   enactment.
