  1.1                          A bill for an act 
  1.2             relating to education; providing that school districts 
  1.3             need not comply with mandates unless revenue to comply 
  1.4             is identified; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 123B. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [123B.835] [NO MANDATES WITHOUT MONEY.] 
  1.8      A school district is not required to comply with a state 
  1.9   mandate, as defined in section 3.986, if the mandate affects the 
  1.10  daily operation of schools, the authority of school boards to 
  1.11  establish locally developed education policies, changes in the 
  1.12  school district's curriculum, or other changes in the school 
  1.13  district's spending priorities until the amount of revenue 
  1.14  needed to pay for the mandate is identified in state law or rule 
  1.15  and, unless incidental, provided. 
  1.16     [EFFECTIVE DATE.] This section applies to new or increased 
  1.17  state mandates that are effective after June 30, 2002.
