  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds for the construction of a 
  1.4             visitor's center in Duluth; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $150,000 is appropriated from the bond proceeds fund to the 
  1.8   commissioner of transportation for a grant to the city of Duluth 
  1.9   to plan and design a visitor information center along the marked 
  1.10  interstate highway No. 35 corridor at the mile post 254 exit 
  1.11  that provides access to the Bayfront in the city of Duluth. 
  1.12     Sec. 2.  [BOND SALE AUTHORIZATION.] 
  1.13     To provide the money appropriated in this act from the bond 
  1.14  proceeds fund, the commissioner of finance shall sell and issue 
  1.15  bonds of the state in an amount up to $150,000 in the manner, 
  1.16  upon the terms, and with the effect prescribed by Minnesota 
  1.17  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.18  Constitution, article XI, sections 4 to 7. 
  1.19     Sec. 3.  [EFFECTIVE DATE.] 
  1.20     Sections 1 and 2 are effective the day following their 
  1.21  final enactment.
