A bill for an act
relating to transportation; requiring the Metropolitan Council to award grants to
St. Paul district councils for outreach and education concerning public transit
development and use; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $....... in fiscal year 2017 is appropriated from the general fund to the Metropolitan
Council for grants to St. Paul district councils on the east side, including District 1
Community Council, District 2 Community Council, District 4 Dayton's Bluff Community
Council, and Payne-Phalen District 5 Planning Council. The grants must be used for
outreach, education, and engagement to minority communities concerning the status and
future development of Rush Line corridor, Red Rock corridor, and Gateway Corridor Gold
Line. The program must focus on minorities and new American communities, especially
Karen, Somali, Hispanic, and Hmong whose members live, work, or own businesses in
the named districts. Grantees shall use 30 percent of the grant money for ethnic radio
programs and dissemination of information by credible liaisons in the oral-culture
communities. This appropriation is available until expended.
