relating to education; establishing minimum ratios for students per school
counselors; proposing coding for new law in Minnesota Statutes, chapter 121A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin School districts shall provide school counseling services at ratios not to exceed 250
students per licensed school counselor in grades 9 through 12, 350 students per licensed
school counselor in grades 7 and 8 or those grades identified as middle school by the
district, and 450 students per licensed school counselor in grades 1 through 6 or those
grades identified as elementary school within the district. School district provision of
counseling services to students by licensed school counselors shall not exceed 20 percent
of the established rates for more than one fiscal year.
