A bill for an act
relating to education finance; providing additional funding for students with
limited or interrupted formal education; appropriating money; amending
Minnesota Statutes 2014, sections 124D.65, by adding a subdivision; 126C.10,
subdivision 4.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 124D.65, is amended by adding a
subdivision to read:

new text begin Revenue for students with limited or interrupted formal education.

new text begin A school district's revenue for students with limited or interrupted formal education
equals the sum of:

new text begin (1) $704 times the greater of 20 or the number of students enrolled in the previous
fiscal year qualifying as students with limited or interrupted formal education under
section 124D.59, subdivision 2a; and

new text begin (2) $250 times the lesser of (i) one, or (ii) the quotient derived by dividing the ratio
of the number of students enrolled in the previous fiscal year qualifying as a student with
limited or interrupted formal education under section 124D.59, subdivision 2a to the total
number of students enrolled in the previous fiscal year by 0.115.

Sec. 2.

Minnesota Statutes 2014, section 126C.10, subdivision 4, is amended to read:


Subd. 4.

Basic skills revenue.

A school district's basic skills revenue equals the
sum of:

(1) compensatory revenue under subdivision 3; deleted text begin plus

(2) English learner revenue under section 124D.65, subdivision 5; deleted text begin plus

(3) $250 times the English learner pupil units under section 126C.05, subdivision
