  1.1                          A bill for an act 
  1.2             relating to education; amending after-school 
  1.3             enrichment grants; appropriating money; amending 
  1.4             Minnesota Statutes 1999 Supplement, section 124D.221; 
  1.5             Laws 1999, chapter 205, article 3, section 5, 
  1.6             subdivision 5. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.9   124D.221, subdivision 2, is amended to read: 
  1.10     Subd. 2.  [PRIORITY NEIGHBORHOODS.] For grants in 
  1.11  Minneapolis and St. Paul, the commissioner must give priority to 
  1.12  neighborhoods in this subdivision.  In Minneapolis, priority 
  1.13  neighborhoods are Near North, Hawthorne, Sumner-Glenwood, 
  1.14  Harrison, Jordan, Powderhorn, Central, Whittier, Cleveland, 
  1.15  McKinley, Waite Park, Sheridan, Holland, Lyndale, and Phillips.  
  1.16  In St. Paul, priority neighborhoods are Summit-University, 
  1.17  Thomas-Dale, North End, Payne-Phalen, Daytons Bluff, and the 
  1.18  West Side.  
  1.19     Sec. 2.  Laws 1999, chapter 205, article 3, section 5, 
  1.20  subdivision 5, is amended to read: 
  1.21     Subd. 5.  [AFTER-SCHOOL ENRICHMENT GRANTS.] For after 
  1.22  school enrichment grants according to Laws 1996, chapter 412, 
  1.23  article 4, section 30: 
  1.24       $5,260,000 $5,410,000     .....     2000
  1.25       $5,260,000 $5,410,000     .....     2001
  1.26     Of this amount, $200,000 each year is for programs that 
  2.1   make state armories available to communities for youth 
  2.2   recreational and enrichment activities. 
  2.3      Any balance in the first year does not cancel but is 
  2.4   available in the second year. 
  2.5      In fiscal year 2002 and 2003, the base for this program is 
  2.6   $5,510,000 from the general fund each year.
