A bill for an act
relating to public safety; providing for a state community storm shelter grant
program; proposing coding for new law in Minnesota Statutes, chapter 299A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The commissioner of public safety
shall make grants to counties or cities to provide up to 50 percent of the capital costs of
community storm shelters. The county or city receiving a grant must provide for the
remainder of the costs of the project, either in cash of in kind. In-kind contributions may
include the value of site preparation and public infrastructure needed for the project. For
purposes of this section, a "community storm shelter" means a community safe room
facility that meets the Federal Emergency Management Agency (FEMA) criteria for
providing shelter and protection in extreme weather events.

new text begin A city or county may apply for a grant under this section on a
form and in a manner prescribed by the commissioner. The commissioner shall establish
criteria for awarding a grant under this section. Priority shall be given to projects that
leverage federal money and maximize the use of state money, and that provide safe shelter
to areas of the state that regularly experience extreme weather events.
