  1.1                          A bill for an act 
  1.2             relating to housing; providing funding to the housing 
  1.3             finance agency for a loan to Habitat for Humanity of 
  1.4             Minnesota, Inc.; providing funding for rental housing 
  1.5             for MFIP recipients; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [TANF MAINTENANCE OF EFFORT TRANSFERS TO 
  1.8   MINNESOTA HOUSING FINANCE AGENCY; APPROPRIATION.] 
  1.9      (a) By June 30, 2001, the commissioner of human services 
  1.10  shall transfer $54,500,000 of the general funds appropriated 
  1.11  under Laws 1999, chapter 245, article 1, section 2, subdivision 
  1.12  10, to the commissioner of the Minnesota housing finance agency 
  1.13  for transfer to the housing development fund.  Up to $25,800,000 
  1.14  may be transferred in fiscal year 2000.  The commissioner of 
  1.15  human services shall ensure that alternative maintenance of 
  1.16  effort funds are available to replace state MFIP grant 
  1.17  expenditures reduced by this provision. 
  1.18     (b) Of the funds transferred in paragraph (a), $5,000,000 
  1.19  in fiscal year 2001 and $10,000,000 in fiscal year 2002 is for a 
  1.20  loan to Habitat for Humanity of Minnesota, Inc.  To the extent 
  1.21  practicable, funding must be allocated to Habitat for Humanity 
  1.22  chapters on the basis of the number of MFIP households residing 
  1.23  within a chapter's service area compared to the statewide total 
  1.24  of MFIP households and on the basis of a chapter's capacity. 
  1.25     (c) Of the funds transferred in paragraph (a), $20,800,000 
  2.1   in fiscal year 2001 and $18,700,000 in fiscal year 2002 is for 
  2.2   the affordable rental investment fund program under Minnesota 
  2.3   Statutes, section 462A.21, subdivision 8b.  This appropriation 
  2.4   must be used to finance rental housing units that serve families:
  2.5      (1) receiving MFIP benefits under Minnesota Statutes, 
  2.6   section 256J.01, or its successor program; and 
  2.7      (2) who have lost eligibility for MFIP due to increased 
  2.8   income from employment. 
  2.9   Units produced with this appropriation must remain affordable 
  2.10  for a 30-year period. 
  2.11     (d) The commissioner of the Minnesota housing finance 
  2.12  agency and the commissioner of human services shall jointly 
  2.13  prepare and submit a report to the governor and the legislature 
  2.14  on the results of the funding provided under this section.  The 
  2.15  report shall include:  
  2.16     (1) information on the number of units produced; 
  2.17     (2) the household size and income of the occupants of the 
  2.18  units at initial occupancy; and 
  2.19     (3) to the extent the information is available, measures 
  2.20  related to the occupants' attachment to the workforce and public 
  2.21  assistance usage, and number of occupant moves. 
  2.22  The report must be submitted annually beginning January 15, 2003.
  2.23     Sec. 2.  [EFFECTIVE DATE.] 
  2.24     Section 1 is effective the day following final enactment.
