A bill for an act
relating to human services; establishing a functional family therapy pilot project;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin BLUE EARTH COUNTY FUNCTIONAL FAMILY THERAPY PILOT
PROJECT; APPROPRIATION.

new text begin (a) $465,000 in fiscal year 2019 is appropriated from the general fund to the commissioner
of human services for a pilot project administered by Blue Earth County to increase mental
health support for at-risk youth 11 to 18 years of age in Blue Earth County and Nicollet
County, in partnership with Mankato area public schools.

new text begin (b) The pilot project must implement functional family therapy at a range of proposed
sites, including but not limited to homes, juvenile correctional facilities, and public schools
as defined in Minnesota Statutes, section 120A.20, subdivision 1. Functional family therapy
is a family-based prevention and intervention program for at-risk youth that addresses
complex behavioral problems through flexible, culturally sensitive clinical practices. The
pilot project must also fund the addition of three full-time equivalent licensed mental health
professionals, as defined in section 245.4871, subdivision 27, clauses (3), (5), and (6), as
Blue Earth County staff members.

new text begin (c) Entities that propose implementing the functional family therapy model under this
pilot project shall be encouraged to complete a three-phase training and certification process,
to be administered by Blue Earth County.

new text begin (d) Entities and providers under this pilot project shall obtain all available third-party
reimbursement from any source. For purposes of this pilot project, a third-party
reimbursement source does not include a public school as defined in Minnesota Statutes,
section 120A.20, subdivision 1.

new text begin (e) Pilot project team members who are employed by public schools and juvenile
correctional facilities shall continuously evaluate the results of the pilot project by reviewing
students' academic records, behavioral referrals, and juvenile justice reports during
participation in functional family therapy and up to one year after a student completes
functional family therapy.
