A bill for an act
relating to capital improvements; authorizing spending to acquire and better
public land and buildings and other public improvements of a capital nature;
authorizing the issuance of general obligation bonds; appropriating money for
central Minnesota science initiative projects.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CENTRAL MINNESOTA BIOSCIENCE
INITIATIVE.

new text begin $2,000,000 is appropriated from the bond proceeds fund to the commissioner of
employment and economic development for the purposes in this section.

new text begin $900,000 is for a grant to the city of St. Cloud to acquire land for and install public
utilities to serve the expansion of the I-94 business park.

new text begin $100,000 is for a grant to Stearns County to acquire an easement and equipment to
implement methane digester technology.

new text begin $300,000 is for a grant to the Minnesota Poultry Testing Laboratory in Willmar to
renovate and equip the laboratory to meet testing requirements related to avian influenza
detection.

new text begin $500,000 is for a grant to the Board of Regents of the Minnesota State Colleges and
Universities to renovate and equip Wick Science Center at St. Cloud State University with
specialized equipment, including a scanning probe microscope, LiCor DNA sequencer,
odyssey system, and a gas-chromatography-mass spectrometer.

new text begin $200,000 is for a grant to the Board of Regents of the Minnesota State Colleges and
Universities for St. Cloud Technical College to acquire specialized refrigeration units
used in transportation of pharmaceuticals.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated by section 1, from the bond proceeds fund,
the commissioner of finance shall sell and issue bonds of the state in an amount up to
$2,000,000 in the manner, on the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
