  1.1                          A bill for an act 
  1.2             relating to agriculture; providing support for 
  1.3             establishment of a soybean oilseed processing and 
  1.4             refining facility in Minnesota; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; SOYBEAN OILSEED PROCESSING AND 
  1.7   REFINING FACILITY.] 
  1.8      $3,000,000 is appropriated from the general fund to the 
  1.9   commissioner of economic development for fiscal year 1998 and 
  1.10  each of the following nine fiscal years for grants to a 
  1.11  Minnesota unit of local government where a Minnesota-based 
  1.12  cooperative that operates a soybean oilseed processing and 
  1.13  refining production facility in Minnesota elects to locate the 
  1.14  facility.  Membership in the cooperative must be open to any 
  1.15  Minnesota soybean grower.  Payments to the local unit of 
  1.16  government must begin once the facility is fully operational and 
  1.17  must be based on the level of production of the facility, at the 
  1.18  rate of ten cents per bushel processed up to the limit of 
  1.19  $3,000,000 per year.
