  1.1                          A bill for an act 
  1.2             relating to state government; requiring deposit in the 
  1.3             general fund of certain lawsuit proceeds. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [DEPOSIT OF LAWSUIT PROCEEDS.] 
  1.6      Any money received by the state as a result of a settlement 
  1.7   or judgment in the case of State of Minnesota, et al. v. Philip 
  1.8   Morris, et al. must be deposited in a special account in the 
  1.9   general fund.  Money in the account may be used only as 
  1.10  authorized by law for:  (1) payment of attorney fees, pursuant 
  1.11  to an appropriation; and (2) tax relief for the people of the 
  1.12  state of Minnesota.  Fees may not be paid to outside attorneys 
  1.13  for the state in this case except as specifically authorized by 
  1.14  a direct legislative appropriation enacted after the effective 
  1.15  date of this section.  The state may not agree to or be bound by 
  1.16  a settlement or judgment in this case that imposes conditions 
  1.17  inconsistent with this section. 
  1.18     Sec. 2.  [EFFECTIVE DATE.] 
  1.19     Section 1 is effective the day following final enactment.
