  1.1                          A bill for an act 
  1.2             relating to elections; changing certain provisions on 
  1.3             restoration of civil rights and eligibility to vote; 
  1.4             amending Minnesota Statutes 2000, sections 201.014, 
  1.5             subdivision 2; 609.165, subdivision 1; repealing 
  1.6             Minnesota Statutes 2000, section 609.165, subdivision 
  1.7             2. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 201.014, 
  1.10  subdivision 2, is amended to read: 
  1.11     Subd. 2.  [NOT ELIGIBLE.] The following individuals are not 
  1.12  eligible to vote.  Any individual:  
  1.13     (a) Convicted of treason or confined as a result of a 
  1.14  conviction for any felony whose civil rights have not been 
  1.15  restored; 
  1.16     (b) Under a guardianship of the person; or 
  1.17     (c) Found by a court of law to be legally incompetent. 
  1.18     Sec. 2.  Minnesota Statutes 2000, section 609.165, 
  1.19  subdivision 1, is amended to read: 
  1.20     Subdivision 1.  [RESTORATION.] When a person has been 
  1.21  deprived of civil rights by reason of conviction of a crime and 
  1.22  is thereafter discharged, such discharge confined, release from 
  1.23  confinement shall restore the person to all civil rights and to 
  1.24  full citizenship, with full right to vote and hold office, the 
  1.25  same as if such conviction had not taken place, and the order of 
  1.26  discharge shall so provide.  
  2.1      Sec. 3.  [REPEALER.] 
  2.2      Minnesota Statutes 2000, section 609.165, subdivision 2, is 
  2.3   repealed.
