A bill for an act
relating to education finance; increasing funding of adult basic education revenue
for certain innovative programs; appropriating money; amending Minnesota
Statutes 2014, section 124D.531, subdivision 1; Laws 2015, First Special Session
chapter 3, article 11, section 3, subdivision 2; proposing coding for new law
in Minnesota Statutes, chapter 124D.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [124D.5222] ADDITIONAL ADULT BASIC EDUCATION AID.

new text begin The International Education Center, the American Indian Opportunities
Industrialization Center, and the Minnesota Office of Communication Service for the
Deaf are eligible for additional adult basic education aid for innovative programs. The
aid for each organization equals $400,000 times the ratio of the organization's number of
students served for the previous fiscal year to the sum of the three organizations' number
of students served for the previous fiscal year.

Sec. 2.

Minnesota Statutes 2014, section 124D.531, subdivision 1, is amended to read:


Subdivision 1.

State total adult basic education aid.

(a) The state total adult basic
education aid for fiscal year deleted text begin 2011 equals $44,419,000deleted text end new text begin 2017 equals $51,144,000new text end , plus any
amount that is not paid during the previous fiscal year as a result of adjustments under
subdivision 4, paragraph (a), or section 124D.52, subdivision 3. The state total adult basic
education aid for later fiscal years equals:

(1) the state total adult basic education aid for the preceding fiscal year plus any
amount that is not paid for during the previous fiscal year, as a result of adjustments under
subdivision 4, paragraph (a), or section 124D.52, subdivision 3; times

(2) the lesser of:

(i) 1.03; or

(ii) the average growth in state total contact hours over the prior ten program years.

Three percent of the state total adult basic education aid must be set aside for adult
basic education supplemental service grants under section 124D.522new text begin , and $400,000 of the
state total adult basic education aid must be set aside for additional adult basic education
services under section 124D.5222

(b) The state total adult basic education aid, excluding basic population aid, equals
the difference between the amount computed in paragraph (a), and the state total basic
population aid under subdivision 2.
