  1.1                          A bill for an act 
  1.2             relating to the state lottery; creating a lottery 
  1.3             retailer study task force. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [TASK FORCE.] 
  1.6      A lottery retailer study task force is established to 
  1.7   examine the costs and benefits of the lottery to retailers and 
  1.8   to determine if lottery retailers receive adequate compensation 
  1.9   to cover their costs.  The task force shall be composed of seven 
  1.10  members.  The commissioner of finance shall be a member and 
  1.11  shall chair the task force.  The six remaining task force 
  1.12  members shall be appointed by the governor as follows:  two 
  1.13  shall be lottery retailers; two shall be representatives of the 
  1.14  state lottery; and two shall be members of the public.  The 
  1.15  names of two lottery retailers shall be forwarded by the 
  1.16  Minnesota grocers association to the governor for appointment to 
  1.17  the task force.  Neither of the two public members may be an 
  1.18  employee of the state lottery or of a lottery retailer or have 
  1.19  an immediate family member who is an employee of the state 
  1.20  lottery or of a lottery retailer.  No later than November 1, 
  1.21  1998, the chair shall report to the legislature on the 
  1.22  recommendations of the task force. 
  1.23     This section is subject to Minnesota Statutes, section 
  1.24  15.059, subdivision 6. 
  2.1      Sec. 2.  [EFFECTIVE DATE.] 
  2.2      Section 1 is effective the day following final enactment.
