A bill for an act
relating to transportation; amending requirements governing small vehicle
passenger service ordinances that regulate pedicabs; amending Minnesota
Statutes 2014, sections 221.091, subdivision 2; 368.01, subdivision 12; 412.221,
subdivision 20.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 221.091, subdivision 2, is amended to read:


Subd. 2.

Small vehicle passenger service.

small vehicle passenger service must do so by ordinance. The ordinance must, at a
minimum, provide for driver qualifications, insurance, vehicle safety, and periodic vehicle
inspections.

new text begin (b)new text end A city that has adopted an ordinance complying with this subdivision may
enforce the registration requirement in section 221.021.

new text begin (c) A statutory or home rule charter city that regulates, by ordinance, pedicabs,
rickshaws, or other similar vehicles used for passenger service may permit authorized
vehicles to be equipped with an electric motor that meets the requirements for an
electric-assisted bicycle under section 169.011, subdivision 27, clause (3).

Sec. 2.

Minnesota Statutes 2014, section 368.01, subdivision 12, is amended to read:


Subd. 12.

Taxis, haulers, car renters.

The town board may by ordinance license
and regulate baggage wagons, dray drivers, taxicabs, and automobile rental agencies and
liveries. At a minimum, an ordinance to license or regulate taxicabs or small vehicle
passenger service must provide for driver qualifications, insurance, vehicle safety, and
