  1.6             Education Program; fully funding integration aid; 
  1.7             authorizing state bonds; appropriating money; amending 
  1.8             Minnesota Statutes 1998, section 124D.88, by adding 
  1.9             subdivisions; Minnesota Statutes 1999 Supplement, 
  1.10            section 124D.86, subdivision 3; Laws 1999, chapter 
  1.11            241, article 2, section 60, subdivision 17. 
  1.12  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.13     Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.14  124D.86, subdivision 3, is amended to read: 
  1.15     Subd. 3.  [INTEGRATION REVENUE.] For fiscal year 2000 and 
  1.16  later fiscal years, integration revenue equals the following 
  1.17  amounts: 
  1.18     (1) for independent school district No. 709, Duluth, $207 
  1.19  times the adjusted pupil units for the school year; 
  1.20     (2) for independent school district No. 625, St. Paul, $446 
  1.21  times the adjusted pupil units for the school year; 
  1.22     (3) for special school district No. 1, Minneapolis, $536 
  1.23  times the adjusted pupil units for the school year; and 
  1.24     (4) for a district not listed in clause (1), (2), or (3) 
  1.25  that is either required to implement a plan according to the 
  1.26  requirements of Minnesota Rules, parts 3535.0100 to 3535.0180, 
  1.27  as proposed in 23 State Register 1344, December 7, 1998, or that 
  1.28  is a member of an interdistrict integration collaborative and 
  2.1   has filed a plan with the commissioner, the lesser of the actual 
  2.2   cost of implementing the plan during the fiscal year or $93 
  2.3   times the adjusted pupil units for the school year. 
  2.4      Sec. 2.  Minnesota Statutes 1998, section 124D.88, is 
  2.5   amended by adding a subdivision to read: 
  2.6      Subd. 4.  [START-UP COSTS.] During the first two years of a 
  2.7   metropolitan magnet school's operation, the school is eligible 
  2.8   for aid to pay for start-up costs and additional operating 
  2.9   costs.  Start-up cost aid equals the greater of: 
  2.10     (1) $50,000 per magnet school; or 
  2.11     (2) $500 times the magnet school's pupil units served for 
  2.12  that year. 
  2.13     Sec. 3.  Minnesota Statutes 1998, section 124D.88, is 
  2.14  amended by adding a subdivision to read: 
  2.15     Subd. 5.  [ALLOCATION OF HEALTH AND SAFETY COSTS.] A 
  2.16  metropolitan magnet school may adopt a health and safety program 
  2.17  and submit an application for health and safety revenue to the 
  2.18  commissioner of children, families, and learning under section 
  2.19  123B.57.  If the application is approved, the magnet school 
  2.20  shall annually allocate proportional shares of the health and 
  2.21  safety revenue to its member school districts.  If a member 
  2.22  school district participates in the alternative facilities 
  2.23  program, these costs may be included in the district's approved 
  2.24  alternative facilities revenue. 
  2.25     Sec. 4.  Laws 1999, chapter 241, article 2, section 60, 
  2.26  subdivision 17, is amended to read: 
  2.27     Subd. 17.  [INTEGRATION AID.] For integration aid: 
  2.28       $37,182,000 $39,819,000 .....   2000
  2.29       $43,787,000 $52,075,000 .....   2001
  2.30     The 2000 appropriation includes $2,902,000 for 1999 and 
  2.31  $34,280,000 $35,917,000 for 2000. 
  2.32     The 2001 appropriation includes $3,809,000 $3,991,000 for 
  2.33  2000 and $39,978,000 $48,084,000 for 2001.  
  2.34     Sec. 5.  [APPROPRIATION AND BOND SALE.] 
  2.35     Subdivision 1.  [FINE ARTS INTERDISCIPLINARY RESOURCE 
  2.36  SCHOOL.] $500,000 is appropriated from the bond proceeds fund to 
  3.1   the commissioner of children, families, and learning for a 
  3.2   metropolitan magnet school grant to the West Metro Education 
  3.3   Program for the completion of the Fine Arts Interdisciplinary 
  3.4   Resource School. 
  3.5      Subd. 2.  [SOUTHWEST METROPOLITAN MAGNET SCHOOL.] $....... 
  3.6   is appropriated from the bond proceeds fund to the commissioner 
  3.7   of children, families, and learning for a metropolitan magnet 
  3.8   school grant to the West Metro Education Program for the 
  3.9   Southwest Metropolitan Interdistrict Magnet School to be located 
  3.10  within the boundaries of independent school district No. 283, 
  3.11  St. Louis Park. 
  3.12     Subd. 3.  [BOND SALE.] To provide the money appropriated in 
  3.13  this act from the bond proceeds fund, the commissioner of 
  3.14  finance shall sell and issue bonds of the state in an amount up 
  3.15  to $....... in the manner, upon the terms, and with the effect 
  3.16  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  3.17  and by the Minnesota Constitution, article XI, sections 4 to 7. 
  3.18     Subd. 4.  [BOND CANCELLATIONS.] $2,000,000 of bonds 
  3.19  authorized under Laws 1998, chapter 404, section 5, subdivision 
  3.20  5, for the Southwest Metropolitan Integration Magnet School in 
  3.21  Edina and $4,000,000 of bonds authorized under Laws 1999, 
  3.22  chapter 240, article 1, section 3, for the Southwest 
  3.23  Metropolitan Integration Magnet School in Edina are canceled. 
  3.24     Sec. 6.  [APPROPRIATION.] 
  3.25     $....... is appropriated in fiscal year 2001 from the 
  3.26  general fund to the commissioner of children, families, and 
  3.27  learning for metropolitan magnet school aid under Minnesota 
  3.28  Statutes, section 124D.86. 
  3.29     Sec. 7.  [EFFECTIVE DATE.] 
  3.30     Sections 1 to 5 are effective the day following final 
  3.31  enactment.
