BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

LEADERSHIP COUNCIL.

new text begin Establishment; membership. new text end

new text begin (a) A 19-member Minnesota Family
and Consumer Sciences Education Leadership Council is established as follows:
new text end

new text begin (1) the director of the University of Minnesota family and consumer sciences
education program;
new text end

new text begin (2) a representative of the commissioner of education;
new text end

new text begin (3) a representative of the Minnesota State Colleges and Universities recommended
by the chancellor;
new text end

new text begin (4) a representative of the education division of the Minnesota Association of Family
and Consumer Sciences Educators;
new text end

new text begin (5) a representative of the Minnesota Association of Family, Career and Community
Leaders of America (FCCLA) Foundation;
new text end

new text begin (6) a representative of the Minnesota Association of Family, Career and Community
Leaders of America (FCCLA) Association;
new text end

new text begin (7) a representative of FCCLA-HERO Association;
new text end

new text begin (8) the dean of the College of Family, Youth, and Community at the University
of Minnesota;
new text end

new text begin (9) a representative of the Family and Consumer Sciences Education faculty at the
University of Minnesota;
new text end

new text begin (10) a representative of the Family and Consumer Sciences Education faculty of
Minnesota State University, Mankato;
new text end

new text begin (11) a representative of the Family and Consumer Sciences Education faculty at
St. Catherine University;
new text end

new text begin (12) two members representing Family and Consumer Sciences Education and
Family and Consumer Sciences businesses appointed by the governor;

new text begin (13) the chair of the senate K-12 Education Policy Committee;
new text end

new text begin (14) the chair of the house of representatives K-12 Education Policy Committee;
new text end

new text begin (15) the ranking minority member of the senate K-12 Education Policy committee;
new text end

new text begin (16) a member of the senate K-12 Education Policy Committee designated by the
Subcommittee on Committees of the Committee on Rules and Administration;

new text begin (17) the ranking minority member of the house of representatives K-12 Education
Policy Committee; and
new text end

new text begin (18) a member of the house of representatives K-12 Education Policy Committee
designated by the speaker.

new text begin (b) An ex officio member of the council under paragraph (a), clause (1), (4), (7),
(10), (11), or (12), may designate a permanent or temporary replacement member to
represent the same constituency.

new text begin The areas of
family and consumer sciences education include, but are not limited to:

new text begin (1) family, work, and community roles;
new text end

new text begin (2) employability skills;
new text end

new text begin (3) service-learning;
new text end

new text begin (4) management practices related to human, technological, family, economic, and
environmental resources;
new text end

new text begin (5) sustainability;
new text end

new text begin (6) personal family finances and creating financial management plans;
new text end

new text begin (7) consumer services;
new text end

new text begin (8) early childhood education;
new text end

new text begin (9) family and the well-being of family and individuals;
new text end

new text begin (10) food production and services;
new text end

new text begin (11) food safety;
new text end

new text begin (12) new text end new text begin nutrition and textiles;
new text end

new text begin (13) human growth and development; and
new text end

new text begin (14) teamwork and leadership skills.

new text begin Powers and duties. new text end

new text begin Specific powers and duties of the council are to:
new text end

new text begin (1) develop recommendations to the legislature and the governor and to review
family and consumer sciences education programs in Minnesota;
new text end

new text begin (2) establish a grant program to promote the development of secondary and
postsecondary family and consumer sciences education programs;
new text end

new text begin (3) coordinate and articulate Minnesota's family and consumer sciences education
policy across all programs and institutions;
new text end

new text begin (4) identify the critical needs for family and consumer sciences educators;
new text end

new text begin (5) serve as a link between the family and consumer sciences business sector and
the family and consumer sciences education system to communicate mutual concerns,
needs, and projections;
new text end

new text begin (6) establish and maintain an increased awareness of family and consumer sciences
education and its continued application for all Minnesotans;
new text end

new text begin (7) develop family and consumer sciences education models for sustainability and
household financial management;
new text end

new text begin (8) provide professional development opportunities for family and consumer
sciences educators in new and emerging areas of family economics, sustainability, and
integrated foundational skills for workforce and career development for family and
consumer sciences education programs in Minnesota;
new text end

new text begin (9) gain broad public support for family and consumer sciences education in
Minnesota; and
new text end

new text begin (10) report annually by March 1 on its activities to the senate K-12 Education Policy
Committee and the house of representatives K-12 Education Policy Committee.

new text begin Subd. 4. new text end

new text begin Council officers; terms and compensation of appointees; staff. new text end

new text begin (a) The
council shall annually elect a chair and cochair.
new text end

new text begin (b) The council's membership terms, compensation, filling of vacancies, and removal
of members are as provided in section 15.0575.
new text end

new text begin (c) The council may employ an executive director and any other staff to carry out
its functions.
new text end

new text begin This section expires on June 30, 2016.

new text begin This section is effective the day following final enactment.

Sec. 2. new text begin APPROPRIATION; FAMILY AND CONSUMER SCIENCES
LEADERSHIP COUNCIL.

new text begin $75,000 in fiscal year 2010 is appropriated from the general fund to the
commissioner of education for the Family and Consumer Sciences Leadership Council
under Minnesota Statutes, section 120B.26.
