  1.1                          A bill for an act 
  1.2             relating to education; giving school district advisory 
  1.3             committee members an opportunity to testify before a 
  1.4             school board votes on committee recommendations; 
  1.5             amending Minnesota Statutes 2000, section 120B.11, 
  1.6             subdivision 3.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 120B.11, 
  1.9   subdivision 3, is amended to read: 
  1.10     Subd. 3.  [INSTRUCTION AND CURRICULUM ADVISORY COMMITTEE.] 
  1.11  Each school board shall establish an instruction and curriculum 
  1.12  advisory committee to ensure active community participation in 
  1.13  all phases of planning and improving the instruction and 
  1.14  curriculum affecting state graduation standards.  A district 
  1.15  advisory committee, to the extent possible, shall reflect the 
  1.16  diversity of the district and its learning sites, and shall 
  1.17  include teachers, parents, support staff, pupils, and other 
  1.18  community residents.  The district may establish building teams 
  1.19  as subcommittees of the district advisory committee under 
  1.20  subdivision 4.  District advisory committee members must have a 
  1.21  reasonable opportunity to formally testify before the school 
  1.22  board in support of or opposition to an advisory committee 
  1.23  recommendation before the school board votes to accept or reject 
  1.24  the recommendation.  The district must notify resident parents 
  1.25  of the recommendation and must publish the recommendation in a 
  1.26  publication of general circulation at least 14 days before 
  2.1   voting on the recommendation.  The district advisory committee 
  2.2   shall recommend to the school board districtwide education 
  2.3   standards, assessments, and program evaluations.  Learning sites 
  2.4   may expand upon district evaluations of instruction, curriculum, 
  2.5   assessments, or programs.  Whenever possible, parents and other 
  2.6   community residents shall comprise at least two-thirds of 
  2.7   advisory committee members. 
  2.8      [EFFECTIVE DATE.] This section is effective the day 
  2.9   following final enactment.
