  1.1                          A bill for an act 
  1.2             relating to drivers' licenses; requiring certain young 
  1.3             males to be registered with selective service system, 
  1.4             or to have personal information submitted to selective 
  1.5             service system, upon applying for issuance or renewal 
  1.6             of a driver's license or instruction permit or a 
  1.7             Minnesota identification card; amending Minnesota 
  1.8             Statutes 2000, section 171.04, by adding a subdivision.
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2000, section 171.04, is 
  1.11  amended by adding a subdivision to read: 
  1.12     Subd. 3.  [PROOF OF COMPLIANCE WITH SELECTIVE SERVICE ACT.] 
  1.13  Before issuing or renewing a driver's license, instruction 
  1.14  permit, or Minnesota identification card to a male who is 
  1.15  between the ages of 18 and 26 years, the department shall take 
  1.16  all necessary steps to determine if the person (1) is required 
  1.17  by the Military Selective Service Act, United States Code, title 
  1.18  50 appendix, sections 451 through 471A, to register with the 
  1.19  United States selective service system, and (2) if so required, 
  1.20  whether the person has so registered.  If not so registered, the 
  1.21  department shall submit to the United States selective service 
  1.22  system in electronic form the person's name, date of birth, and 
  1.23  residence address.  An application for issuance or renewal of a 
  1.24  driver's license, instruction permit, or Minnesota 
  1.25  identification card by a male who is between the ages of 18 and 
  1.26  26 and not registered with the United States selective service 
  1.27  system at the time of application constitutes consent to such 
  2.1   submission.  All forms prepared by the department for 
  2.2   applications for issuance or renewal of a driver's license, 
  2.3   instruction permit, or Minnesota identification card must 
  2.4   contain a statement summarizing the provisions of this 
  2.5   subdivision.
