A bill for an act
relating to health; requiring the Department of Health to provide oversight for
methamphetamine lab cleanup; proposing coding for new law in Minnesota
Statutes, chapter 145.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The commissioner of health shall ensure that cleanup of illegal methamphetamine
labs meets health-based cleanup standards developed by the Department of Health in
consultation with the Pollution Control Agency. By July 1, 2007, the commissioner of
health shall adopt rules to regulate the cleanup of illegal methamphetamine labs.

new text begin (b) The commissioner of health shall provide statewide oversight of the cleanup
of illegal methamphetamine labs. Hazardous material contractors and other cleanup
contractors that undertake the cleanup of illegal methamphetamine labs must notify the
Department of Health before they begin cleanup of an illegal methamphetamine lab and
when the cleanup is completed. The Department of Health shall inspect each cleanup site
to ensure that health-based cleanup standards have been met.
