  1.1                          A bill for an act 
  1.2             relating to natural resources; providing funding for 
  1.3             wetland replacement for public road repair, 
  1.4             maintenance, and rehabilitation; authorizing state 
  1.5             bonds; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; WETLAND REPLACEMENT FOR PUBLIC 
  1.8   ROAD REPAIR, MAINTENANCE, AND REHABILITATION.] 
  1.9      (a) $4,700,000 is appropriated from the bond proceeds fund 
  1.10  to the board of water and soil resources to acquire land for 
  1.11  wetlands or restore wetlands to be used to replace wetlands 
  1.12  drained or filled as a result of the repair, maintenance, or 
  1.13  rehabilitation of existing public roads as provided in Minnesota 
  1.14  Statutes, section 103G.222, subdivision 1, paragraph (m). 
  1.15     (b) The purchase price paid for acquisition of land, fee or 
  1.16  perpetual easement, shall be the amount deemed reasonable by the 
  1.17  board.  The board may enter into agreements with the federal 
  1.18  government, other state agencies, political subdivisions, and 
  1.19  nonprofit organizations or fee owners for acquisition of land 
  1.20  and restoration and creation of wetlands with funds provided by 
  1.21  this appropriation.  Acquisition of or the conveyance of land 
  1.22  may be in the name of the political subdivision. 
  1.23     Sec. 2.  [BOND SALE.] 
  1.24     To provide the money appropriated in section 1 from the 
  1.25  bond proceeds fund, the commissioner of finance shall sell and 
  2.1   issue bonds of the state in an amount up to $4,700,000 in the 
  2.2   manner, upon the terms, and with the effect prescribed by 
  2.3   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.4   Minnesota Constitution, article XI, sections 4 to 7. 
  2.5      Sec. 2.  [EFFECTIVE DATE.] 
  2.6      Sections 1 and 2 are effective the day following final 
  2.7   enactment.
