  1.1                          A bill for an act
  1.2             relating to education; establishing an appointment 
  1.3             date for board members; requiring a rule review; 
  1.4             repealing the prohibition against commercial 
  1.5             relationships; amending Minnesota Statutes 1996, 
  1.6             section 128C.01, subdivision 4; repealing Minnesota 
  1.7             Statutes 1996, section 128C.01, subdivision 5. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1996, section 128C.01, 
  1.10  subdivision 4, is amended to read: 
  1.11     Subd. 4.  [BOARD.] (a) The league must have a 20-member 
  1.12  governing board. 
  1.13     (1) The governor must appoint four members according to 
  1.14  section 15.0597.  Each of the four appointees must be a parent.  
  1.15  At least one of them must be an American Indian, an Asian, a 
  1.16  Black, or a Hispanic. 
  1.17     (2) The Minnesota association of secondary school 
  1.18  principals must appoint two of its members. 
  1.19     (3) The remaining 14 members must be selected according to 
  1.20  league bylaws.  
  1.21     (b) The terms, compensation, removal of members, and the 
  1.22  filling of membership vacancies for public members only are 
  1.23  governed by section 15.0575, except that the members the 
  1.24  governor appoints under paragraph (a), clause (1), shall serve 
  1.25  four-year terms beginning August 1 and ending July 31.  
  1.26  Compensation for all governing board members shall be as 
  2.1   directed under section 15.0575, subdivision 3. 
  2.2      Sec. 2.  [REVISOR TO REVIEW RULES.] 
  2.3      The revisor of statutes shall review the state high school 
  2.4   league rules promulgated under Minnesota Statutes, chapter 128C, 
  2.5   and report in writing to the education committees of the 
  2.6   legislature by August 1, 1998, indicating the rules the revisor 
  2.7   concludes are obsolete or in need of amending, and the reasons 
  2.8   for the revisor's conclusions. 
  2.9      Sec. 3.  [REPEALER.] 
  2.10     Minnesota Statutes 1996, section 128C.01, subdivision 5, is 
  2.11  repealed. 
  2.12     Sec. 4.  [EFFECTIVE DATE.] 
  2.13     Sections 1 to 3 are effective the day following final 
  2.14  enactment.
