  1.1                          A bill for an act 
  1.2             relating to education; providing funding for the 
  1.3             Minnesota state colleges and universities comparable 
  1.4             to national peer institutions; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $71,864,000 is appropriated from the general fund to the 
  1.8   board of trustees of the Minnesota state colleges and 
  1.9   universities in fiscal year 2001.  This appropriation is in 
  1.10  addition to the appropriation in Laws 1999, chapter 214, article 
  1.11  1, section 3, subdivision 1, for allocation to colleges and 
  1.12  universities according to this section.  This appropriation must 
  1.13  be allocated to Minnesota state colleges and universities 
  1.14  institutions so that the allocation for each institution for 
  1.15  fiscal year 2001 is at least equal to the average full-year 
  1.16  equivalent student expenditure for national peer institutions as 
  1.17  reported in the fiscal year 1997 national peer analysis study 
  1.18  presented to the board of trustees.  Institutions with below 
  1.19  average expenditures must be increased to the average 
  1.20  expenditure for their national peers.
