A bill for an act
relating to education finance; authorizing a grant for Independent School District
No. 271, Bloomington, for an integrated special education information system;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

PILOT GRANT.

new text begin The purpose of the integrated special education
information system pilot project is to develop and implement a more efficient special
education information system that provides accurate and measurable data to achieve better
results for students and school staff.

new text begin The integrated special education information system
developed under this section must contain all of the individualized education program
information for each student, integrate third-party billing information, reduce staff time
necessary to prepare and input data, eliminate duplicate entries of the same information,
improve the availability of special education information, increase the reliability of special
education data, and automate reporting for students, school staff, and the state.

new text begin The system designed under this section must be replicable by
other school districts and charter schools. By January 15, 2023, Independent School District
No. 271, Bloomington, must make the design of the special education information system
developed under this section available to the commissioner of education and, as requested,
to other school districts and charter schools interested in pursuing a similar system.

new text begin By January 15 of each year, Independent School District No. 271,
Bloomington, must prepare and submit a report to the chairs and ranking minority members
of the legislative committees with jurisdiction over K-12 education documenting the progress
of developing the integrated special education information system, detailing the grant
expenditures, listing the cost savings to the school district of the information system,
cataloguing the time savings to the district's special education staff, and assessing the reaction
to the system by school staff, students, and parents.
