  1.1                          A bill for an act
  1.2             relating to human services; providing subsidized 
  1.3             supplemental coverage for certain inpatient hospital 
  1.4             costs under the MinnesotaCare program; proposing 
  1.5             coding for new law in Minnesota Statutes, chapter 256L.
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [256L.19] [SUPPLEMENTAL COVERAGE FOR INPATIENT 
  1.8   HOSPITAL COSTS.] 
  1.9      Subdivision 1.  [AVAILABILITY.] Effective January 1, 2003, 
  1.10  the commissioner shall make available to MinnesotaCare enrollees 
  1.11  subsidized supplemental coverage for all inpatient hospital 
  1.12  costs that would otherwise be covered by MinnesotaCare but 
  1.13  exceed $10,000 per calendar year.  Purchase of supplemental 
  1.14  coverage does not exempt enrollees from the inpatient hospital 
  1.15  coinsurance requirement in section 256L.03, subdivision 5, 
  1.16  paragraph (a), clause (1). 
  1.17     Subd. 2.  [PREMIUMS BASED ON SLIDING FEE SCALE.] The 
  1.18  commissioner shall establish a sliding fee scale to determine 
  1.19  the percentage of gross individual or family income that 
  1.20  households at different income levels must pay to obtain 
  1.21  supplemental coverage.  At each income level, the proportion of 
  1.22  the full cost of providing supplemental coverage that is paid by 
  1.23  the enrollee as a premium must equal the proportion of the full 
  1.24  cost of regular MinnesotaCare coverage paid by the enrollee as a 
  1.25  premium under section 256L.15.  Premiums must be calculated on a 
  2.1   calendar month basis and paid at the same time as regular 
  2.2   MinnesotaCare premiums. 
  2.3      Subd. 3.  [ENROLLMENT.] (a) Enrollees may apply for 
  2.4   supplemental coverage only during an annual open enrollment 
  2.5   period, or within 30 days of initial enrollment in the 
  2.6   MinnesotaCare program.  For applications received during open 
  2.7   enrollment, coverage will begin no earlier than the first day of 
  2.8   the month following application and premium payment.  The 
  2.9   supplemental coverage terminates when an enrollee is no longer 
  2.10  enrolled in MinnesotaCare. 
  2.11     (b) Enrollees who voluntarily terminate supplemental 
  2.12  coverage, or are disenrolled from supplemental coverage due to a 
  2.13  failure to pay the premium, are not eligible to reenroll for 
  2.14  supplemental coverage.  The prohibition on reenrollment does not 
  2.15  apply to persons who discontinue supplemental coverage due to 
  2.16  loss of eligibility for the MinnesotaCare program.
