  1.1                          A bill for an act
  1.2             relating to economic development; providing for 
  1.3             compensation for tornado damage in certain counties; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1. [APPROPRIATION.] 
  1.7      $1,000,000 is appropriated to the commissioner of public 
  1.8   safety for grants to owners of property in Morrison, Crow Wing, 
  1.9   Mille Lacs, and Kanabec counties for property damage caused by 
  1.10  tornadoes during September 1997.  Grants made with this 
  1.11  appropriation may be to business or residential property owners 
  1.12  and may be for damage to real and personal property.  No grants 
  1.13  may be made from this appropriation for damages otherwise 
  1.14  covered by insurance.  If the amount appropriated is not 
  1.15  sufficient to provide full compensation for all covered losses, 
  1.16  the commissioner will award grants on a prorated basis.  If the 
  1.17  amount appropriated exceeds the amount needed to provide full 
  1.18  compensation for all covered losses, any excess shall be 
  1.19  returned to the general fund. 
  1.20     Sec. 2. [EFFECTIVE DATE.] 
  1.21     Section 1 is effective the day following final enactment.
