  1.1                          A bill for an act 
  1.2             relating to Dakota county; creating a pilot project to 
  1.3             develop an integrated criminal justice information 
  1.4             system; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CRIMINAL JUSTICE INFORMATION SYSTEM PILOT 
  1.7   PROJECT.] 
  1.8      Subdivision 1.  [ESTABLISHMENT.] A pilot project is 
  1.9   established to develop an integrated criminal justice 
  1.10  information system that facilitates the electronic sharing of 
  1.11  data between all agencies managing criminal justice data in 
  1.12  Dakota county.  The pilot project must create a credible 
  1.13  framework for integrating criminal justice information; must 
  1.14  define a core of criminal justice data that is needed by agency 
  1.15  partners and that can be shared among agencies; must establish a 
  1.16  set of standardized terms, policies, and procedures for data 
  1.17  collection, entry, storage, and retrieval; must create and make 
  1.18  the technology improvements necessary for an integrated criminal 
  1.19  justice information system; and must improve the effective use 
  1.20  of technology for law enforcement and the criminal justice 
  1.21  system by providing training in the application of technologies 
  1.22  created. 
  1.23     Subd. 2.  [AGENCIES IN PILOT PROJECT.] At a minimum, the 
  1.24  pilot project must include the exchange of criminal justice data 
  1.25  between the following agencies in Dakota county:  law 
  2.1   enforcement, courts, prosecution, public defense, corrections, 
  2.2   probation, and parole. 
  2.3      Subd. 3.  [SHARING OF PROJECT RESULTS.] Dakota county must 
  2.4   share the results of the pilot project with the state and other 
  2.5   counties and cities and summarize the outcome of attempts to 
  2.6   integrate Geographic Information System (GIS) data and property 
  2.7   records and assessing services data with the criminal justice 
  2.8   information system. 
  2.9      Subd. 4.  [REPORT.] The governing body of Dakota county 
  2.10  must report to the legislature by January 15, 2002, on the 
  2.11  implementation of the projects and the results to date of the 
  2.12  project. 
  2.13     Subd. 5.  [APPROPRIATION.] $150,000 is appropriated in 
  2.14  fiscal year 2001 from the general fund to Dakota county to 
  2.15  integrate the criminal justice information maintained by 
  2.16  agencies in Dakota county according to this section. 
  2.17     Sec. 2.  [EFFECTIVE DATE.] 
  2.18     This act is effective the day following final enactment.
