  1.1                          A bill for an act
  1.2             relating to health; establishing a donated dental 
  1.3             services program; appropriating money; proposing 
  1.4             coding for new law in Minnesota Statutes, chapter 144. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [144.129] [DONATED DENTAL SERVICES.] 
  1.7      Subdivision 1.  [ESTABLISHMENT.] A donated dental services 
  1.8   program is established in which dentists who volunteer their 
  1.9   services without compensation provide dental care to public 
  1.10  program recipients and the uninsured.  The program shall be 
  1.11  developed and operated by the Minnesota dental association, or 
  1.12  another appropriate and qualified organization, as determined by 
  1.13  the commissioner.  The program shall: 
  1.14     (1) establish a network of volunteer dentists, including 
  1.15  dental specialties, to donate dental services to eligible 
  1.16  individuals; 
  1.17     (2) establish a system to refer eligible individuals to the 
  1.18  appropriate volunteer dentists; 
  1.19     (3) develop and implement a public awareness campaign to 
  1.20  educate eligible individuals about the availability of the 
  1.21  program; and 
  1.22     (4) establish, in consultation with the commissioner of 
  1.23  health, specific performance and outcome measures that the 
  1.24  program must meet. 
  1.25     Subd. 2.  [REPORT.] The organization shall provide an 
  2.1   annual report to the house and senate committees having 
  2.2   jurisdiction over health and human services that: 
  2.3      (1) accounts for state funding received by the program; 
  2.4      (2) documents the number of individuals served by the 
  2.5   program and the number of dentists participating as program 
  2.6   providers; and 
  2.7      (3) provides data on meeting the specific performance and 
  2.8   outcome measures. 
  2.9      Sec. 2.  [APPROPRIATION.] 
  2.10     In fiscal year 2003 only, $75,000 is transferred from the 
  2.11  ADAP rebate account within the special revenue fund established 
  2.12  under Minnesota Statutes, section 256.01, to the general fund.  
  2.13  Of the amount transferred to the general fund, $75,000 is 
  2.14  appropriated to the commissioner of health in fiscal year 2003 
  2.15  for a grant to the Minnesota dental association, or another 
  2.16  appropriate and qualified organization, as determined by the 
  2.17  commissioner, to develop and operate the donated dental services 
  2.18  program under section 1.  The grant may be used for 
  2.19  administrative or technical support.
