1.1A bill for an act
1.2relating to agriculture; requiring a terminal storage capacity study; appropriating
1.3money.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. TERMINAL STORAGE CAPACITY STUDY.
1.6No later than February 1, 2011, the commissioner of agriculture, in consultation with
1.7the commissioner of commerce, shall submit a report containing the following information
1.8to the chairs and ranking minority members of the senate and house of representatives
1.9committees with primary jurisdiction over energy policy and agricultural finance:
1.10(1) the storage capacity for propane and anhydrous ammonia in terminals in this
1.11state and within 100 miles of the state's borders;
1.12(2) a projection of total agricultural demand for propane and anhydrous ammonia
1.13in this state in 2020; and
1.14(3) an evaluation of whether transportation systems and storage capacity will be
1.15adequate to meet the demands projected in clause (2) and options for actions the state may
1.16take to insure that projected demand is met efficiently and economically.

1.17    Sec. 2. APPROPRIATION.
1.18$40,000 is appropriated in fiscal year 2011 to the commissioner of agriculture from
1.19the liquefied petroleum gas account established in Minnesota Statutes, section 239.785,
1.20for the study required in section 1. This is a onetime appropriation. If this appropriation
1.21is enacted more than once in the 2010 legislative session, the appropriation shall be
1.22effective only once.
