A bill for an act
relating to transportation; requiring the commissioner of transportation to assume
responsibility for the Southwest light rail transit project; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SOUTHWEST LIGHT RAIL TRANSIT PROJECT; TRANSFER OF
RESPONSIBILITY.

new text begin (a) For purposes of this section, the following terms have the meanings given:

new text begin (1) "commissioner" means the commissioner of transportation; and
new text end

new text begin (2) "project" means the Metro Green Line Light Rail Transit Extension project, also
known as Southwest light rail transit project.

new text begin (b) By March 1, 2022, the commissioner must assume responsibility for all aspects of
the project, including but not limited to planning, construction, and oversight. By February
15, 2022, the commissioner, in consultation with the chair of the Metropolitan Council,
must report to the chairs and ranking minority members of the legislative committees having
jurisdiction over transportation policy and finance on the following:

new text begin (1) recommendations on necessary changes to statutes to fully implement the requirements
of this section, including recommendations on necessary changes to state, local, federal,
and other funding mechanisms; and
