  1.1                          A bill for an act 
  1.2             relating to education; appropriating money for a study 
  1.3             of a mandatory statewide health care plan for all 
  1.4             public school employees. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  1.8   LEARNING.] The sum indicated in this section is appropriated 
  1.9   from the general fund to the commissioner of children, families, 
  1.10  and learning for the fiscal year designated. 
  1.11     Subd. 2.  [HEALTH CARE PLAN STUDY.] For a study to examine 
  1.12  mandatory statewide health care for all prekindergarten through 
  1.13  grade 12 public school employees:  
  1.14       $.......     .....     2000 
  1.15     The commissioner of children, families, and learning in 
  1.16  consultation with the commissioner of employee relations, must 
  1.17  conduct a study to address issues of adverse selection, cost 
  1.18  containment, consumer choice, and retiree health care, and 
  1.19  consider options for dealing with other employee concerns.  The 
  1.20  study must examine and evaluate the feasibility of implementing 
  1.21  a state-funded statewide health care plan by July 1, 2001. 
  1.22     This appropriation is available until June 30, 2001. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective the day following final enactment.
