A bill for an act
relating to environment; appropriating money for report on state agency salt
purchases and reduction strategies.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STATE SALT USAGE REPORT AND REDUCTION GOALS;
APPROPRIATION.

new text begin (a) By January 15, 2021, the commissioner of the Pollution Control Agency, in
cooperation with other state agencies, must submit a report to the chairs and ranking minority
members of the house of representatives and senate committees and divisions with jurisdiction
over the environment and natural resources policy and finance. The report must detail the
purchase of deicing salt and water softener salt by state agencies and strategies to meet the
salt reduction goals in paragraph (b).

new text begin (b) It is the goal of the state that:

new text begin (1) no later than January 1, 2025, state agencies will reduce the purchase and use of salt
by ten percent from levels reported under paragraph (a); and

new text begin (2) no later than January 1, 2030, state agencies will reduce the purchase and use of salt
by 20 percent from levels reported under paragraph (a).

new text begin (c) $....... in fiscal year 2021 is appropriated to the commissioner of the Pollution Control
Agency for the report required in paragraph (a). This is a onetime appropriation and is
available until June 30, 2021.
