  1.1                          A bill for an act
  1.2             relating to education; enhancing funding for 
  1.3             graduation standards and teacher training; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [GRADUATION STANDARDS TEACHER TRAINING.] 
  1.7      Subdivision 1.  [STATE AID.] A school district's graduation 
  1.8   standards teacher training aid equals $50 times the district's 
  1.9   number of pupil units served for fiscal year 1999. 
  1.10     Subd. 2.  [ELIGIBLE EXPENDITURES.] Notwithstanding any law 
  1.11  to the contrary, a school district may spend the money on 
  1.12  in-service activities, teacher training, and teacher stipends in 
  1.13  order to prepare teachers to successfully implement Minnesota's 
  1.14  graduation standards. 
  1.15     Subd. 3.  [EXTRA SERVICE DAYS.] Teacher training and 
  1.16  teacher in service funded under this section must be provided 
  1.17  outside of classroom hours. 
  1.18     Subd. 4.  [APPROPRIATION.] $50,000,000 is appropriated in 
  1.19  fiscal year 1999 from the general fund to the commissioner of 
  1.20  children, families, and learning for graduation standards 
  1.21  teacher training under this section. 
  1.22     Sec. 2.  [EFFECTIVE DATE.] 
  1.23     Section 1 is effective July 1, 1998.
