A bill for an act
relating to MNsure; requesting an evaluation of MNsure's 2016 open enrollment
operations and performance.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin EVALUATION OF MNSURE'S 2016 OPEN ENROLLMENT
OPERATIONS AND PERFORMANCE.

new text begin (a) To identify the strengths and limitations of the current MNsure model, MN.IT
shall contract with an independent organization with experience in evaluating large
information technology platforms to conduct an evaluation of MNsure's operations and
performance during the open enrollment period ending January 31, 2016. The contract
shall require the following in the evaluation:

new text begin (1) an assessment of enrollment trends in qualified health plans offered through
MNsure, the percentage of enrollees in qualified health plans accessing tax credits, the
effectiveness of MNsure's consumer outreach and education strategies, and the adequacy
of MNsure's financing;

new text begin (2) an assessment of the consumer experience in enrolling in a qualified health plan,
including comparisons with the enrollment experiences of consumers enrolling through
the federal information technology platform and with the enrollment experiences of
consumers enrolling through information technology platforms used by other state-based
marketplaces;

new text begin (3) a report on MNsure's progress in meeting the benchmarks in MNsure's
information technology development and modernization plan, including a timeline and
costs for completing the remaining functionality elements to support enrollment in
qualified health plans; and

new text begin (4) the extent to which MNsure-qualified health plan subsidies and initiatives reduce
churn, promote continuous health care coverage for consumers, and lead to better health
outcomes.

new text begin (b) In conducting the evaluation in paragraph (a), the organization must consider the
extent to which MNsure:

new text begin (1) operates a streamlined process for eligibility determinations, plan selection,
and enrollment;
new text end

new text begin (2) provides readily available, culturally competent consumer assistance to support
consumers in making informed plan selections and in enrolling;
new text end

new text begin (3) offers a user-friendly portal that supports efficient navigation through the
MNsure Web site;
new text end

new text begin (4) is cost-effective and supported by sustainable funding;
new text end

new text begin (5) allows for easy integration with health plans;
new text end

new text begin (6) provides a single access point for consumers to determine eligibility for medical
assistance and MinnesotaCare;
new text end

new text begin (7) has the capacity to support a Minnesota-specific affordability scale; and
new text end

new text begin (8) promotes continuous health care coverage for consumers to achieve better health
outcomes and containment of health care costs.

new text begin (c) MN.IT shall submit the results of the evaluation, including the findings
on the strengths and limitations of MNsure to the MNsure Legislative Oversight
Committee established under Minnesota Statutes, section 62V.11, and to the chairs and
ranking minority members of the committees and divisions in the senate and house of
representatives with jurisdiction over MNsure by January 15, 2017.
